In its Asian Development Outlook (ADO) September 2024 report, the ADB highlighted that growth rebounded to an estimated 2.4% in the ongoing year. This recovery is attributed to reforms under the nine-month IMF Stand-By Arrangement (SBA), which have improved foreign exchange reserves and restored bilateral and multilateral inflows, bringing economic stability.

The ADB’s report comes as the IMF’s executive board is set to meet today (Wednesday). Finance Minister Muhammad Aurangzeb expects the Fund to approve a $7 billion, 37-month Extended Fund Facility (EFF) for Islamabad.

ADB Country Director for Pakistan Yong Ye emphasized that the country’s economic prospects are closely tied to the steadfast and consistent implementation of policy reforms aimed at stabilizing the economy and rebuilding fiscal and external buffers.

The ADB report stresses the importance of adhering to the reform agenda. It is crucial for Pakistan to continue consolidating public finances, expanding social spending and protection, reducing fiscal risks from state-owned enterprises, and improving the business environment to encourage growth led by the private sector.

Inflation, which stood at 29.2% in 2023, has decreased to 23.4% in the ongoing year. The ADB projects that it will further reduce to 15% in FY25 due to a well-regulated monetary policy, reduced exchange rate volatility, and a stable outlook for international food prices. Private, State-Run IPPs to Get Same Treatment by Govt

ISLAMABAD: Amid efforts to address issues related to independent power producers (IPPs), Prime Minister Shehbaz Sharif’s administration has decided to treat state-run and privately-owned IPPs equally by making them operational on a take-and-pay mode, The News reported on Wednesday.

“We have decided to get the government out of the electric power business. The powerhouses owned by the government generating 52% of electricity would also be shifted to take-and-pay mode. The government would finance them only to make them operational,” said an official from the task force on power sector reforms.

This decision follows a report that warned four IPP owners of repercussions if they didn’t terminate their power purchase agreements (PPAs) voluntarily. The official elaborated that electricity would be purchased from government power plants based on take-and-pay mode, and payments would be made only for the electricity purchased. Return on Equity will also be paid on a take-and-pay basis.

The task force, constituted to look into IPP-related matters, will take two more months to finalize recommendations and actions to lower power tariffs and make the power sector financially and operationally viable. The government plans to pay off the loans of its plants and seek re-profiling of loans from banks, with discussions underway with the Chinese government to extend loan payment tenures from 10 to 20 years.

“Pakistan successfully concluded a 9-month SBA with IMF and we have its board meeting tomorrow (Wednesday) here in the US. We are very hopeful the board would approve the 37-month $7 billion programme,” he stated.

The IMF and Pakistan had reached an agreement on the loan programme in July, contingent upon approval from the IMF’s executive board and securing necessary financing assurances from Pakistan’s development and bilateral partners.

Aurangzeb emphasized Pakistan’s commitment to structural reforms under the programme, focusing on taxation, the energy sector, state-owned enterprises, and privatisation. “We will stay on course,” he resolved.

Earlier this month, the finance minister had vowed to persist with plans for new taxes on the retail sector despite strike threats, viewing it as essential for securing the IMF loan. “One thing I want to be very clear (about) … This is not going to be taken back,” Aurangzeb asserted, urging wholesalers, distributors, and retailers to contribute to the economy. Highlighting the importance of macroeconomic stability, Aurangzeb stated that a foundation had been laid for promoting economic stability. “The China-Pakistan Economic Corridor Phase II is now underway, building on the infrastructure development of Phase I,” he noted. While Phase I focused on establishing corridors and investing in roads, ports, and energy, Phase II aims to monetise this infrastructure despite previous momentum being missed.

“This initiative, dubbed the new silk roads, aims to attract investment partners worldwide. The private sector will drive growth, with the government providing a supportive policy framework,” he explained.

“For the over 100 developing countries, the Pact offers an opportunity to revitalize development and reform the unequal international financial and economic system,” Asif remarked during his speech at the UN General Assembly hall. He pointed out the need for bridging the $4 trillion Sustainable Development Goals (SDG) financing gap by fulfilling the Official Development Assistance (ODA) commitments, implementing the UN Secretary-General’s SDG Stimulus proposal, and re-channeling 50% of the unused 2021 allocation of Special Drawing Rights (SDRs).

Asif also called for delivering a more ambitious International Development Association (IDA) with a robust $100 billion replenishment, enlarging lending by multilateral development banks, and lowering borrowing costs for developing countries.

Touching upon the longstanding Kashmir and Palestine issues, Asif warned that “no sustainable development can take place till tragedies like Gaza are perpetuated by the developed world.” He emphasized the need to activate measures in the UN Charter to resolve new and old disputes, including the Jammu and Kashmir conflict.
