Punjab Minister for Information Azma Bokhari on Saturday slammed the Supreme Court verdict in the reserved seats case, saying it introduced a “super” doctrine of necessity.
In a fiery press conference in Lahore, Bokhari said the apex court order provided a relief to Pakistan Tehreek-e-Insaf (PTI) that it had not even sought.
“Nations always suffered loss because of the doctrine of necessity,” she said, adding that damage was inflicted on Pakistan in love for the blue-eyed boy.
“(In the plea,) the PTI did not even ask for the reserved seats (for itself), but they have been granted those for free. Why is there so much love for a party? The ladla (blue-eyed boy) is provided relief, even if he does not ask for it,” she retorted.
In a major legal victory for the PTI, the Supreme Court on Friday ruled that the party is eligible for the allocation of reserved seats.
The decision has not only paved the way for the PTI’s return to the parliament, which was kicked out of the February 8 polls owing to the Election Commission of Pakistan’s (ECP) December 2023 ruling.
Justice Mansoor Ali Shah of the SC’s full bench announced the 8-5 majority verdict, nullifying the Peshawar High Court’s (PHC) order wherein it had upheld the ECP’s decision denying the reserved seats to the PTI-backed Sunni Ittehad Council (SIC).
The order was endorsed by Justice Shah, Justice Munib Akhtar, Justice Muhammad Ali Mazhar, Justice Ayesha A Malik, Justice Athar Minallah, Justice Syed Hasan Azhar Rizvi, Justice Shahid Waheed and Justice Irfan Saadat Khan.
In its verdict, the top court declared that the lack or denial of an election symbol does not in any manner affect the Constitutional or legal rights of a political party to participate in an election, whether general or by, and to field candidates and that the commission is under a Constitutional duty to apply all statutory provisions accordingly.
Commenting on the order, Azma Bokhari said the verdict has opened the doors for floor-crossing and the one who was not a party in the case was provided relief, without hearing any affected party, she said.
“The constitution does not grant unlimited power to anyone,” she said adding that the judiciary and doctors had no room for error.

The Federal Board of Revenue (FBR) has decided to expand the fixed tax scheme for retailers to 42 cities with a minimum tax amount ranging from Rs100 to 10,000 per month, depending on the valuation rates of shops.
Under the International Monetary Fund (IMF) programme, the FBR has envisaged an annual collection of Rs50 billion from the scheme during the current fiscal year.
Prime Minister Shehbaz Sharif is scheduled to visit the FBR headquarters on Saturday (today) to get a detailed briefing on digitisation and the way forward for placing end-to-end connectivity for broadening the tax base.
Official sources said the FBR shared a detailed working of fair valuation rates of all 42 cities with the retailers’ representatives. A minimum tax of Rs1,200 to Rs120,000 was proposed for retailers depending on the valuation of shops across the country.
“A detailed working has been done by the FBR and shared with retailers. Now the FBR chairman has taken the firm stand that all retailers will have to contribute to national kitty,” said the sources.
The FBR has not yet been notified to expand the Tajir Dost Scheme from six to 42 cities. All schemes for bringing retailers had failed in the past mainly because the political leadership bowed before the pressure exerted by shutter owners/retailers.
Based on the valuation of different markets in different cities, the FBR has proposed to introduce a fixed slab-based scheme for retailers in the tax net.
The FBR launched registration of the Tajir Dost Scheme voluntarily with the deadline of April 30, 2024, in selected six cities in which only 78 retailers registered themselves. Then the FBR involved trader leader Naeem Mir and continued its registration drive. To date, only 44,830 retailers have registered under the scheme, out of over three million retailers countrywide.
The Point of Sale (PoS) machines were installed in branded shops, but a lack of proper technology, operational framework and piecemeal approach within the ranks of FBR failed all IT-based solutions, including PoS, Track & Trace and Digital Invoicing.
Political analysts and experts have weighed in on a district and session court’s verdict acquitting Pakistan Tehreek-e-Insaf (PTI) founder Imran Khan and his spouse Bushra Bibi in the iddat case — also known as un-Islamic nikah case.
Additional Sessions Judge Muhammad Afzal Majoka on Saturday announced a reserved verdict and accepted the former premier and his wife’s pleas challenging their conviction in the case filed by Khawar Maneka, Bushra’s ex-husband, against the couple’s marriage.
In February, the cricketer-turned-politician and Bushra, who is his third wife, were sentenced to seven years in prison and awarded a fine of Rs500,000 each, after a trial court found their nikah to be fraudulent.
However, the couple had challenged their conviction and had even moved the Islamabad High Court (IHC) seeking varying relief from the court.
‘Useless case formed for political victimisation’
Reacting to today’s development, journalist and analyst Shahzaib Khanzada, while speaking to Geo News, said that the verdict was a “necessary decision” which holds immense importance for women.
He shed light on the sensitivity of the matters related to divorce and re-marriage, especially in the case of women in Pakistani society, who face challenges after separation from their spouses.
“Whether it was expected or not, it was a definitely a necessary decision because the previous decision [conviction] was a very bad one, it was bad for women.
“An ex-husband wakes up after six to seven years, realises that his former wife had remarried during her iddat period and decides to file a court case against her and her current husband, who subsequently end up getting life sentences,” Khanzada said.
He insisted that despite some wrongful statements by the PTI founder on various occassions, the “evidences and scenarios presented in this case did not justify making it a criminal case with such strict sentences”.
The journalist emphasised that Maneka had made some “extremely obscene remarks about his former wife” and the decision announced today was “correct”.
“This was a useless case which was clearly built for political victimisation”, he added.
‘Maneka may go in appeal’
Meanwhile, senior journalist and anchorperson Hamid Mir was of the view that Maneka enjoyed the support (of powerful circles) as the trial court’s judge was changed upon his hue and cry, that too even after the former judge had reserved a verdict in the case.
He said had the verdict come against the couple then this would have opened the door for more such cases.
Mir said, as per his information, Imran and Bushra were thinking about filing a defamation case against Maneka now, while he, on the other hand still had the right to go in appeal against the order.
‘Imran’s release now depends on other pending cases’
Lawyer Salaar Khan said that though the verdict came as a major relief for Khan, his release still depended on other pending cases against him as, for now, it was not expected after his bail was cancelled in the May 9 case earlier this week.
“It will also depend on whether or not an arrest is ordered in any other cases, and proceedings in appeal,” he wrote in a post on X.

Of all the cases against Imran, the iddat case was, perhaps, the “most absurd and vile”, he said.
“A seven-year sentence — determined after a public audit of a woman’s menstrual cycles — has now rightfully been rubbished, with orders to release both Imran Khan and Bushra Bibi,” he maintained.
Prime Minister Shehbaz Sharif on Saturday directed the Federal Bureau of Revenue (FBR) authorities to roll up their sleeves and be ready to serve the nation and rid the country of debts.
In doing so, the premier, directed them to formulating a strategy and mechanism coupled with usage of latest technology to broaden the tax net base without further burdening the honest tax payers.
During a visit to FBR Headquarters, PM Shehbaz said that the incumbent government had the sole agenda of putting Pakistan on path of progress with consistent improvement in the economic indicators.
“Though it may be a difficult journey which requires collective and individual efforts, sincerity and sacrifices and putting forth the national interests supreme over all other interests,” he emphasised.
Terming the staff-level arrangement with International Monetary Fund (IMF) as a positive omen for the country’s economy, he expressed the hope that the lender’s board would also give a go ahead in this regard.
The cash-strapped country has reached a 37-month, $7 billion aid package deal, with the Washington-based institution, which gave a much-needed respite to the struggling economy.
The prime minister said now it was their responsibility to act speedily and work tirelessly for making the IMF programme as the last one in the country’s history, adding after which a journey of progress and prosperity would commence in the country.
PM Shehbaz expressed the confidence that Pakistan could become a great and prosperous country with collective and individual efforts.
If we want to get rid of debts, the FBR should levy taxes on those who had not been paying any taxes, he opined.
The prime minister said that the country’s top taxmen should realise the issue of repeatedly burdening of honest tax payers including the government employees who filed their annual tax returns.

During the 2024-25 fiscal year which starts July 1, the government aims to raise nearly $46 billion in taxes, a 40% increase from the previous year.
Incarcerated Pakistan Tehreek-e-Insaf (PTI) founder Imran Khan on Saturday put forward three conditions to hold talks with the government in a bid to bring political stability in the country.
“The first condition is that my cases should be dismissed, the second is to release our party members and third is to return our mandate,” Khan said while having an informal talk with the journalists in the courtroom.
Khan has time and again refused to hold talks with the ruling coalition, however, last month, he agreed to hold negotiations with his political rivals and picked Pashtunkhwa Milli Awami Party (PkMAP) Chairman Mahmood Khan Achakzai to lead the parleys.
Recalling that he held negotiations with former chief of army staff Gen (retd) Qamar Javed Bajwa, the PTI founder said that they had formed a three-member committee consisting of Asad Umar, Pervez Khattak and Shah Mehmood Qureshi at that time.
“We were told at that time that the ‘baray sahab‘ [big boss] has decided not to conduct elections,” said Khan, emphasising that his party cannot forget the “February 8 robbery” — a reference to the alleged rigging in the polls.
Khan warned that they will go on a hunger strike and highlight it on a global level.
Speaking about Supreme Court’s verdict on reserved seats, the PTI founder welcomed the decision and called it a “positive development”.
“The SC’s verdict has given hope to the people,” said Khan, thanking the top court’s judges for standing up for the supremacy of the law.
The apex court on Friday ruled that the party is eligible for the allocation of reserved seats, nullifying the Peshawar High Court’s order wherein it had upheld the Election Commission of Pakistan’s decision denying the reserved seats to the PTI-backed Sunni Ittehad Council (SIC).
Pakistan Tehreek-e-Insaf (PTI) Chairman Gohar Ali Khan on Saturday demanded that party founder Imran Khan should now be released forthwith following a court order acquitting him and his wife Bushra Bibi in the iddat case.
Gohar’s remarks come as a district and sessions court acquitted the former premier and his spouse in the unlawful nikah case — the last hurdle in Khan’s release from jail.
“This was a case which had no basis. Bushra Bibi is not convicted in any other case and PTI founder should also be released today,” demanded the PTI chief as he was surrounded by party members rejoicing over Khan’s acquittal.
The court accepted the couple’s pleas seeking annulment of their conviction in the iddat case. Additional Sessions Judge Muhammad Afzal Majoka announced short order reserved earlier in the day.
Khan and Bushra were sentenced to seven years in prison and awarded a fine of Rs500,000 each, in February earlier this year after a trial court found their nikah to be fraudulent as Khawar Maneka, Bushra’s ex-husband, moved the court against the couple’s marriage.
The couple had then challenged their conviction and even moved the IHC seeking varying relief from the court.
The court, in its verdict, has said that the former prime minister and his spouse should be immediately released if their arrest is not required in any other case.
The verdict holds significance for Khan, who has been behind bars since August last year after he was sentenced in the Toshakhana criminal case, and subsequently sentenced in other cases ahead of the February 8 elections.
Khan has already secured relief in £190 million reference, Toshakhana and the cipher cases.
Khan has also been granted bail in several May 9 cases registered in Lahore, Rawalpindi, and Faisalabad. However, an anti-terrorism court (ATC) in Lahore earlier this week dismissed his pre-arrest bail in vandalism cases related to the violent protests last year.

The Pakistan Muslim League-Nawaz (PML-N) President Nawaz Sharif has reportedly called a meeting on Monday to discuss the future course of action after the “surprise” Supreme Court ruling that declared Pakistan Tehreek-e-Insaf (PTI) eligible for the reserved seats.
The development reported by sources comes as the pressure builds on the ruling coalition after Friday’s verdict is expected to strengthen the Imran Khan-founded party’s position in parliament with the ruling parties losing two-thirds majority in National Assembly.
PML-N’s political rival PTI was kicked out of the February 8 polls owing to the Election Commission of Pakistan’s (ECP) December 2023 ruling upheld by the Supreme Court, which declared the party’s internal polls illegal, subsequently barring it from keeping its iconic electoral symbol “bat”.
This led to the PTI candidates’ to contest the polls as independents and later the victorious candidates joined the Sunni Ittehad Council (SIC) in a bid to get reserved seats for women and minorities.
However, the Election Commission of Pakistan (ECP) and the Peshawar High Court (PHC) denied the party reserved seats citing its inability to submit list for the reserved seats.
However, after a long legal battle, the former ruling party finally succeeded in overturning the electoral body’s decision against allocation of reserved seats to the PTI-backed SIC members of assemblies.
The 8-5 majority verdict by an apex court full bench nullified the PHC March 25 order wherein it had upheld the ECP’s decision denying the reserved seats to the SIC.
Though the verdict was slammed by the PML-N leaders and ministers, Law Minister Azam Nazeer Tarar said it does not pose any threat to the incumbent coalition government as “we still have a majority of 209 members”.
Now, the PML-N-led government is weighing in on the “shock” verdict and mulling options that include going into appeal against the verdict.
Sources said that the veteran politician on Saturday held a meeting with PML-N’s senior leadership and held a consultation on the SC ruling.
They said that Nawaz also expressed “surprise” on it and summoned the party’s central leaders, including his daughter Punjab Chief Minister Maryam Nawaz to Murree for another meeting.
As per sources privy to the matter, crucial decisions are expected in the upcoming meeting at the hill station.
Meanwhile, Defence Minister Khawaja Asif while addressing the media in Sialkot, said that the Supreme Court verdict “violated various sections of the Constitution”.
“Better verdicts are those which are fathomable for everyone,” the minister said.
He further stated that the parliament will decide on Monday whether the incumbent government will file a review plea against the SC ruling or not.
Following the D-Day in the aftermath of the top court judgment, the PTI is expected to emerge as the single largest party in the National Assembly as its numbers in the legislature are likely to soar to 109 following the potential allocation of reserved seats.
With the majority seats of the PTI in the lower house of the legislature, the ruling coalition led by Pakistan Muslim League-Nawaz (PML-N) will continue to occupy the simple majority with the strength of 209 members. The PML-N has a total of 108 members.
The opposition alliance in the National Assembly will surge to a strength of 120 after the PTI gains 23 reserved seats. Currently, the combined opposition, including the PTI, has 97 members. At present, the PTI has 86 members in the lower house, with 84 on board with the Suni Ittehad Council (SIC) and two independents — Barrister Gohar Ali Khan and Omar Ayub Khan.
Additionally, there are 68 members of the Pakistan Peoples Party (PPP) in the NA and the Jamiat Ulema-e-Islam-Fazl (JUI-F) has eight members while BNP-Mengal, MWM and PkMAP have one each in the lower house.
Meanwhile, the MQM-P has 21 members in the National Assembly and a minority seat remains suspended.
The Election Commission of Pakistan (ECP) on Saturday fixed a hearing of the Pakistan Tehreek-e-Insaf (PTI) intra-party election case a day after the Supreme Court ruled in favour of the embattled party in the reserved seats case.
A five-member bench headed by the chief election commissioner (CEC) will hear the former ruling party’s intra-party election case on July 23.
Prior to the development, the top electoral authority raised several queries over the “status” of the Imran-founded party after losing “its organisational structure on lapsing of 5 years” as the latter’s response failed to satisfy the ECP in May.
The election watchdog had sent a two-page questionnaire was to the PTI after the former — which ruled the country from 2018 to 2022 — submitted documents related to its intra-party elections in a bid to address the former’s objections.
The ECP questioned the current “status” of the PTI as a political party besides questioning why not to start the delisting process of the former ruling party’s registration and imposing a fine for not holding timely intra-party elections.
The commission’s first question read that the “PTI did not hold intra-party elections within 5 years, in the departure of Section 208(1). Hence, it lost its organisational structure on lapsing of 5 years. What is the status of PTI now in this perspective, as a political party?”
It also questioned the legality of the party’s chief organiser and federal election commissioner appointed by its General Body, while the PTI’s constitution defines appointments on the former position via its National Council on recommendations of the Chief Executive Committee (CEC).
According to the ECP, a political party would be registered in accordance with the old law under the Election Act if it submits certificates within a week after intra-party polls, besides complete records of elected office-bearers, poll data and results. Moreover, it also requires to submit relevant documents in 60 days under the Election Act.
The ECP questioned why not to commence the delisting process of the Imran-founded party for not submitting the documents as per the prescribed law.
The questionnaire also raised a query regarding the imposition of a fine on the PTI under the law which allows penalising a political party for failing to hold intra-party polls.
The commission asked the party’s leadership to submit its response to the observations to proceed further in accordance with the law.
The PTI had filed the documents related to its intra-party polls to the ECP on March 4.
The documents, submitted by PTI’s Federal Election Commissioner Raoof Hasan, included details of the newly-elected party office-bearers, a certificate of the party chief containing Form 65, names of the core committee members, and other relevant records.
The party, which elected Barrister Gohar Ali Khan and Omar Ayub as its chairman and secretary general on March 3, needs the relevant certificate to qualify for the allocation of its electoral symbol “bat” by the electoral body.
The PTI had responded to the objections raised by the Election Commission and insisted that it continued to be on the list of the electoral body as a political party.
The party’s federal chief election commissioner Raoof Hasan in his response had said the PTI was an existing, active and functioning political party enlisted with the ECP under Section 202 of the Elections Act, 2017.
“There is no provision in the Elections Act, 2017, or in the Election Rules, 2017, that an enlisted party would lose its organisational structure after the expiry of five years if no internal party elections (IPE) are held within five years,” the response meant to address the ECP’s reservations said.
After being kicked out of the election race following the Supreme Court’s verdict upholding the ECP’s decision wherein the electoral body had revoked its “bat” symbol citing unlawful intra-party polls, the PTI conducted fresh polls in March.
However, the recent intra-party polls had been once again challenged by PTI’s founding member Akbar S Babar who had filed two separate pleas with the electoral body seeking annulment of the intra-party elections.
After losing its iconic symbol, the party associates had contested the February 8 general polls as independent candidates who won the most seats in the electoral event. In order to get reserved seats, the Imran-founded party’s successful candidates joined the Sunni Ittehad Council (SIC).
However, they were denied the reserved seats by the electoral body citing the party’s failure to submit list for reserved seats for women and minorities in the given time.
In a relevant development that took place on Friday, the Supreme Court declared the party eligible for the allocation of reserved seats overturning the PHC and the ECP ruling on the matter.
The decision has not only paved the way for the PTI’s return to the parliament, which was kicked out of the February 8 polls owing to the ECP’s December 2023 ruling, but has also increased the pressure on the coalition alliance by changing the composition of the National Assembly.

At least 63 people are missing in Nepal after a landslide triggered by heavy monsoon rains swept two buses off a highway and plunged them into the Trishuli River in the Chitwan district. The two passenger buses were carrying more than 50 people when they were caught in the landslide, which occurred early Friday. Islamabad is in jeopardy as not only the forecasts entail that heavy monsoon is incoming but it has already been affected by calamitous urban flooding, exacerbated by rapid and unplanned urbanization.
Since the turbulent ‘cloud burst’ of 2021 that drowned the capital city, I have incessantly advised the government authorities to take measures to ameliorate the pressing issue of urban flooding. It is a fact that climate change is the most pressing global situation of our time that needs to be dealt with urgently.
During the seminar, we delved deep into the causes, dynamics and prognosis of urban flooding to mitigate the high risk of climate change. The workshop emphasized the need for integrated, innovative, and community-involved approaches to enhance urban resilience.
It is predicted that the urban population will rise up to 80% by 2050. Due to rapid unregulated urban sprawl, deforestation and illegal encroachments, green spaces are reducing and ‘climate change vulnerability’ is increasing. The capital can now be dubbed as the ‘the heat island’.
However, not only is there a dearth of data available but there is hardly any application. Government and donors must utilize resources for data-collection and implementation. Better technology (LEAP, GIS, evacuation rooms and floor hazard maps) must be utilized to simulate floods to avoid it in real-time, particularly in the hotspots. Early warning mechanisms will be a game-changer in preventing losses.
National Adaptation Plan must be revamped via risk communication. Most importantly, socio-economic pathways must be taken to rectify vulnerabilities- economic, social, institutional, psychological and attitudinal. We must take a bottoms-up approach to better understand and incorporate communities. Risk perception must be rectified via education and community-based programs.
Instead of falling into the blame game, it is crucial to take accountability. Horizontal and vertical linkages between institutions and sectors is a major hurdle towards policy implementation.
It is incumbent upon the government agencies and media to foster public awareness. Pakistan must move towards innovation and novel approaches- such as, a circular economy. I am confident that the insights made during the workshop reinforced the urgency of proactive measures to mitigate the impacts of climate change on urban areas in Pakistan and with the policy recommendations put forth we will be able to devise a policy.

Washington: NATO’s 75th anniversary summit concluded with significant developments aimed at bolstering Ukraine’s defense and redefining the alliance’s strategic priorities. President Joe Biden announced a new military aid package for Ukraine, emphasizing the United States’ unwavering support. “We will stay with you, period,” Biden declared.
Ukrainian President Volodymyr Zelenskyy, while expressing gratitude for the aid and NATO’s commitment to Ukraine’s future membership, urged the removal of restrictions on the use of the United States weapons to strike military targets inside Russia. “If we want to win, if we want to prevail, if we want to save our country and defend it, we need to lift all the limitations,” Zelenskyy stated alongside NATO Secretary-General Jens Stoltenberg.
The summit also saw NATO leaders address China’s role in the Ukraine conflict, with accusations that Beijing is enabling Russia’s war efforts. China has rejected these claims, calling NATO’s behavior “unreasonable” and urging the alliance to reflect on the “root causes” of the war.
As the summit concluded, Stoltenberg highlighted the transformative decisions made, including the strengthening of NATO’s deterrence and defense capabilities and the invitations extended to Finland and Sweden to join the alliance.
The summit’s outcomes underscore NATO’s evolving strategy in response to global security challenges, with a clear focus on supporting Ukraine and addressing the broader geopolitical landscape.
