Pakistan Receives First Tranche of $1.02 Billion from IMF Under EFF

ISLAMABAD: Pakistan’s economy received a crucial boost as the State Bank of Pakistan (SBP) announced the receipt of approximately $1.03 billion (SDR 760 million) on Friday under the International Monetary Fund’s (IMF) $7 billion Extended Fund Facility (EFF) programme. These inflows will be reflected in the central bank’s liquid foreign exchange reserves, with updated figures set to be released on Thursday, October 3, 2024.

The IMF Executive Board approved a 37-month loan agreement on Wednesday. Prime Minister Shehbaz Sharif has expressed hope that this will be Pakistan’s last IMF programme, contingent on the implementation of strict conditions agreed upon in July. The IMF stressed the necessity for “sound policies and reforms” to enhance macroeconomic stability and tackle structural challenges, alongside continued robust financial support from Pakistan’s development and bilateral partners.

Pakistan’s economy has stabilised since it was on the brink of default last summer, largely due to IMF bailouts and loans from allied countries, which are essential to service its substantial debt, consuming half of its annual revenues. Finance Minister Muhammad Aurangzeb acknowledged the “transitional pain” but emphasised the need for structural reforms to ensure this is the final IMF programme.

IMF Pakistan mission chief Nathan Porter highlighted the return to economic stability over the past year. He outlined the challenge of progressing from this renewed stability to stronger, sustained growth that benefits society more broadly and evenly.

Prime Minister Shehbaz Sharif credited the successful deal to the “tremendous support” from Saudi Arabia, China, and the United Arab Emirates. During the final phase of negotiations, China’s support was particularly pivotal. Finance Minister Aurangzeb also revealed that Pakistan is negotiating a $12 billion loan reprofiling from these bilateral lenders, comprising $5 billion from Saudi Arabia, $4 billion from China, and $3 billion from the UAE over a three- to five-year period.

Despite the inflow of funds and financial assurances from key partners, Pakistani economist Kaiser Bengali cautioned that the deal would only address immediate debt obligations without addressing underlying economic issues. He criticised the focus on raising taxes without significant progress on reducing government expenditures.

Pakistan’s debt remains a significant concern, amounting to over $250 billion, or 74% of GDP, at the end of 2023. Around 40% of this debt is owed to external creditors, with China being the largest single foreign creditor at nearly $30 billion. The World Bank follows with over $20 billion in loans.

The IMF has stipulated reforms, including increasing household bills to address the energy sector crisis and improving tax collection. Despite a population of over 240 million, only 5.2 million individuals filed income tax returns in 2022. The IMF acknowledged the steps taken by Pakistan to restore economic stability but warned of the country’s significant vulnerabilities and structural challenges. It pointed to a difficult business environment, weak governance, and an outsized role of the state as obstacles to investment, which remains low compared to peer countries.

Finance Ministry Projects 8-9% Inflation for Sept-Oct as CPI Hits 34-Month Low

Pakistan’s headline inflation is expected to further ease over the next two months, likely hovering between 8-9%, the Finance Division reported on Friday. In its ‘Monthly Economic Update and Outlook’, the ministry highlighted that the Consumer Price Index (CPI) fell to single digits in August 2024, marking a 34-month low, and is projected to decline further in the short term.

Inflation for August stood at 9.6% on a year-on-year basis, a significant drop from 27.4% in the same month the previous year. The report noted that Pakistan’s economy has shown signs of recovery in the first two months of the fiscal year 2025.

“Inflation has dropped to single digits, industrial output has strengthened, and major export sectors have experienced growth, suggesting an optimistic export outlook,” the report stated. It added that the current account deficit (CAD) contracted while the fiscal sector remained resilient due to prudent measures. This positive trend is expected to continue in the coming months.

Large Scale Manufacturing (LSM) output increased by 2.4% in July 2024, rebounding from a contraction of 5.4%, reflecting improved market conditions and support. During this period, 14 out of 22 sectors witnessed positive growth. Additionally, production and sales of vehicles saw an increase of 19.5% and 16.3%, respectively, during Jul-Aug FY2025.

In July FY2025, net federal revenues grew by 7.2% to Rs408.4 billion from Rs380.9 billion in the last fiscal year. This growth was realised on the back of a 22.6% increase in tax collection and a 20.5% rise in non-tax collection. Total expenditures grew by 19.2% to Rs768.6 billion, up from Rs644.9 billion the previous year. Consequently, the fiscal deficit was recorded at 0.3% of GDP, compared to 0.2% of GDP in the same month last year. The primary balance posted a surplus of 0.1% of GDP, compared to 0.3% of GDP last year.

During Jul-Aug FY2025, the Federal Board of Revenue’s (FBR) net tax collection grew by 20.6% to Rs1,456 billion, compared to Rs1,207.5 billion during the same period last year. In August 2024, the FBR collected 19.0% more taxes, reaching Rs796 billion from Rs669 billion the previous year.

The external account position has strengthened due to improved exports and remittances, although imports have also increased. During Jul-Aug FY2025, the current account registered a deficit of $0.2 billion compared to $0.9 billion last year. However, it recorded a surplus of $75 million in August 2024. Goods exports increased by 7.2%, reaching $4.9 billion, while imports stood at $9.5 billion compared to $8.4 billion last year, leading to a trade deficit of $4.7 billion.

Amid diminishing inflationary pressures and improved business confidence, the Monetary Policy Committee (MPC) cut the policy rate by 200 basis points to 17.5% on September 12, 2024. During July 1–August 30, FY2025, money supply (M2) showed a negative growth of 2.6% (Rs -962.3 billion) compared to negative growth of 1.4% (Rs -449.5 billion) the previous year.

In the social safety sector, the Benazir Income Support Programme (BISP) has raised the quarterly installment of the Kafalat Programme from Rs10,500 to Rs13,500 starting in January 2025, with the number of benefiting families expected to reach 10 million by the end of the year.

Following a period of decline, LSM is regaining its footing, with major exporting sectors ready to scale up production. This recovery is expected to be bolstered by a favorable external environment, a stable exchange rate, and declining inflationary pressures. Moreover, an accommodative monetary policy stance, improved investor confidence, and global market recovery will provide additional support for sustainable industrial growth.

The government’s commitment to fiscal consolidation will contribute to improved fiscal accounts. In agriculture, the outlook for Kharif 2024 production, dependent on weather conditions, will pave the way for productivity. Inflation is expected to remain within the range of 8.0% to 9.0% in September and October 2024.

On the external front, exports and imports are expected to gain momentum. In September 2024, exports are likely to remain within the range of $2.5–3.0 billion, imports at $4.5–5.0 billion, and workers’ remittances at $2.7–3.2 billion.

ISLAMABAD: Pakistan State Oil (PSO) is facing increased financial difficulties due to operational hurdles in its supply chain, compounded by a significant drop in demand for liquefied natural gas (LNG) within the country, as reported by The News on Friday. “Earlier, the power sector was off-taking two LNG cargoes a month, but now the demand has plummeted,” PSO Managing Director (MD) Syed Taha informed the National Assembly’s Standing Committee on Energy (Power Division) in a meeting presided by MNA Syed Mustafa Mehmood. “We have a supply agreement with Qatar, but the power sector, which initially consumed 600 million cubic feet of LNG, has significantly reduced that quantity,” he added, highlighting the operational challenges this has created for PSO.

MNA Syed Naveed Qamar emphasized that the current situation is unsustainable, urging the power sector and PSO to urgently reach an agreement to address the inconsistency.

The committee also discussed the issue of substandard fuel in the country. Representatives from the Oil and Gas Regulatory Authority (OGRA), PSO, and the Hydrocarbon Development Institute of Pakistan (HDIP) briefed the committee on fuel standards. “Fuel and diesel standards are set by the DG Oil Office,” explained Director General (Oil) Imran Ahmad, noting that the regulatory authority ensures compliance with these standards.

“Imported fuel in Pakistan is Euro-4 and Euro-5 compliant, while locally refined products meet only Euro-2 standards at the minimum,” stated Ahmad. MNA Qamar questioned if local refineries had upgraded their facilities after receiving financial incentives from the government. “The refineries have been benefiting from a 3% guaranteed return and a 7.5% deemed duty,” Ahmad noted.

“We will continue to defend freedom of expression and due process of law through legal processes,” the company’s global affairs team added in a post on the platform.
