Mexico arrests former top prosecutor over 2014 missing students case

Mexico on Friday arrested a former attorney general who led a controversial investigation into the disappearance of 43 students in 2014 — one of the country’s worst human rights tragedies.

Arrest warrants were also issued for dozens more suspects including military personnel, police officers and cartel members, prosecutors announced.

Ex-attorney general Jesus Murillo Karam is the most senior figure detained so far in connection with the case, which shocked the nation and generated international condemnation.

He is considered the architect of the so-called “historical truth” version of events presented in 2015 by the government of then-president Enrique Pena Nieto that was widely rejected, including by relatives.

Murillo Karam, a former heavyweight of the once-dominant Institutional Revolutionary Party (PRI), was arrested for the crimes of forced disappearance, torture and perverting justice, the attorney general’s office said.

Arrest warrants were also issued for 20 members of the military, five administrative and judicial officials, 44 police officers and 14 members of the Guerreros Unidos cartel, prosecutors later announced.

They are accused of involvement in organized crime, forced disappearance, torture, homicide and obstruction of Justice, they said.

The teaching students had commandeered buses in the southern state of Guerrero to travel to a demonstration in Mexico City before they went missing.

Investigators say they were detained by corrupt police and handed over to the Guerreros Unidos drug cartel which mistook them for members of a rival gang, but exactly what happened to them has been hotly disputed.

According to the official report presented in 2015, cartel members killed the students and incinerated their remains at a garbage dump.

Those conclusions were rejected by independent experts and the office of the United Nations High Commissioner for Human Rights, as well as the families.

‘State crime’
On Thursday a truth commission investigating the atrocity branded the case a “state crime” involving agents of various institutions.

It said that military personnel bore at least partial responsibility, either directly or through negligence.

“Their actions, omissions or participation allowed the disappearance and execution of the students, as well as the murder of six other people,” said the commission’s head, deputy interior minister Alejandro Encinas.

Further investigations were necessary to establish the extent to which military personnel participated, he said.

“An action of an institutional nature was not proven, but there was clear responsibility of members” of the armed forces, Encinas added.

The “historical truth” did not attribute any responsibility to military personnel.

President Andres Manuel Lopez Obrador said Friday that any soldiers and officials involved in the disappearance must face justice.

“Publicizing this atrocious, inhuman situation, and at the same time punishing those responsible, helps to prevent these deplorable events ever happening again” and “strengthens institutions,” Lopez Obrador said.

“We said from the beginning that we were going to speak the truth, no matter how painful it was,” he told reporters during a visit to the northwestern border city of Tijuana.

“I am really enjoying having him as a captain and it is nice to have that honesty from a captain as well.”

‘Unbelievable attack’
Nortje has taken 53 wickets in his 13 Tests at an average of exactly 27, having spent six months on the sidelines nursing back and hip injuries following last year’s T20 World Cup.

But he now finds himself back in Test action as a member of a formidable four-man pace attack that also includes spearhead Kagiso Rabada, Lungi Ngidi and towering left-armer Marco Jansen.

The quartet were all in the wickets at Lord’s, with Rabada’s superb 5-62 in England’s meagre first innings 165, where Nortje offered good support with 3-63, leading the way.

“It is an unbelievable attack and guys have shown what they can do,” said Nortje.

“Everyone covers a different aspect in their own department and it is just really nice to be joining up and playing red-ball cricket with the team again.

“KG (Rabada) did unbelievably well for us in this game as well.”

Former captain Jason Holder set the tone for the innings with an excellent opening spell, the fast-medium bowler snaring two early wickets and then returning to end Allen’s quest for the hundred in finishing with three for 24 off nine overs.

“It’s disappointing to lose so many wickets in the powerplay,” said West Indies captain Nicholas Pooran in reflecting on the opening period of his team’s reply when they slumped to 27 for six.

“Just one good partnership in the top order might have been enough to see us home.”

From the “leaning tower of pizza” to a fish slicing and cooking itself and a dragon emerging from a dragon fruit, Japanese artisans’ quirky plastic food sculptures went on display this week at an exhibition in Tokyo.

The models were made with the same painstaking detail as the rock-solid noodle soups and crispy-looking plastic snacks that have long been displayed outside Japanese restaurants where they are called “shokuhin sampuru”, or “sample food products”.

Sampuru are common outside ramen shops and family restaurants across Japan a century after stores began using wax models to advertise their menu to a growing middle class.

“Normally we have to follow orders from clients. We take their views on board when we’re making items,” plastic food artist Shinichiro Hatasa, 57, told

But when dreaming up fun designs, “you can use your imagination. How it ends up is totally up to you,” he said.

For the exhibition, Hatasa crafted an ear of corn leisurely sunbathing on a beach.

Other creations on display included a deep-fried shrimp with four breaded legs roaming like a tiger on a mountain of shredded cabbage and a Tetris game made of chicken.

A Japanese breakfast dish of fermented soybeans called natto appeared to spiral in the air, resembling a powerful cyclone — nicknamed, naturally, a “nattornado”.

Around 60 sculptures were on display, some silly but others designed to showcase the artists’ formidable skills.

“They are not real, but they look so real. It’s wonderful,” said exhibition attendee Reiko Ichimaru.

‘Burgers are for beginners’
All the models were handmade by specialists at Iwasaki Group, Japan’s leading maker of “sampuru”, which celebrates its 90th anniversary this year.

At an Iwasaki factory in Yokohama near Tokyo, artisans first take moulds of ingredients from actual meals cooked by the firm’s restaurant clients.

Then they begin the meticulous work of decorating the samples to look as realistic as possible, from moisture droplets on chilled glass to subtle bruises on a fruit’s surface.

“Fresh things are more difficult to make. Fresh vegetables, fresh fish. Cooked items are easier,” because the colours are less complicated, factory head Hiroaki Miyazawa, 44,

“Hamburger patties are for beginners,” he added.

Fake food is a multi-million-dollar market in Japan, but sampuru production has been hit by the Covid-19 pandemic, which reduced demand for dining out.

Sampuru makers hope more tourists will soon be allowed into the country to boost the restaurant industry, but they are also putting their unique skills to use elsewhere.

For example, Iwasaki artisans have made replica bananas at different degrees of ripeness for factories to use to train new employees.

Orders have also come in from IT sales merchants, who want to use mock 5G wi-fi routers in their presentations.

Meanwhile, at the exhibition, the more original offerings are delighting children and adults alike.

“I think the number of restaurants using plastic food displays is decreasing,” said Yutaka Nishio, 52.

“It’s interesting to preserve this as art. It’s really great.”

Chad ‘national dialogue’ to begin after delays

Crucial national talks on the future of Chad that the ruling junta says will pave the way for elections begin on Saturday but the forum has been overshadowed by delays and boycotts.

More than 1,400 delegates from the military government, civil society, opposition parties, trade unions and rebel groups will gather in N’Djamena for the “national dialogue” that is scheduled to last three weeks.

The talks are the brainchild of junta chief General Mahamat Idriss Deby.

Deby took power in April 2021 at the age of just 37 after his father, who ruled for 30 years, was killed during a military operation against rebels.

He has said the forum should open the way to “free and democratic” elections after an 18-month rule by the junta — a deadline that France, the African Union (AU) and others have urged him to uphold.

But the “dialogue”, which should have begun in February, has been marred by delays as Chad’s myriad rebel groups, meeting in Qatar, squabbled over whether to attend.

In the end, around 40 groups on August 8 signed up to a deal entailing a ceasefire and guarantee of safe passage.

On the agenda is lasting peace, reforming state institutions and a new constitution that will be put to a referendum.

Junta chief Deby signed a decree on Wednesday saying the decisions taken at the forum will be “legally binding”.

Deby will speak at around 10:00 am (0900 GMT), said Saleh Kebzabo, a vice president of the forum’s organising committee and one-time opponent of the elder Deby.

The dialogue would then begin on Sunday or Monday, Kebzabo told AFP.

AU Commission chief and Chadian Moussa Faki Mahamat will also speak at the talks’ opening.

‘Skewed in advance’
On Thursday, two exiled rebel leaders, Timan Erdimi and Mahamat Nouri, returned to Chad to participate in the forum.

“We signed this agreement to rebuild Chad,” Erdimi, the head of the Union of Resistance Forces

Chad, one of the world’s poorest countries, has endured repeated uprisings and unrest since independence in 1960.

The talks face major challenges according to observers: time pressure and the fact that two of the biggest rebel groups are not taking part.

They include the Front for Change and Concord in Chad (FACT), which triggered the offensive in the northeast last year that ended in the elder Deby’s death.

FACT has said it considers the talks to be “skewed in advance”.

Wakit Tamma, a large coalition of opposition parties and civil society groups, also refuses to take part, accusing the junta of “human rights violations” and preparing for Deby’s candidacy as president.

According to data provided by the State Bank of Pakistan (SBP), the local currency gained 0.14% to settle at Rs214.65 in the interbank market.
Analysts and currency dealers predict that the currency will continue to be under pressure until the board meeting of the International Monetary Fund, which is slated for August 29.

Speaking on the occasion, former Chairman Joint Chiefs of Staff Committee Zubair Mahmood Hayat noted that China Pakistan Economic Corridor (CPEC) was the future of Pakistan, which would bring immense strategic benefits to the country.

He stressed the need for a national consensus and political will to move forward on the account to the next level.

The minister said Pakistan stood among the 20 nations of high significance in the emerging new world with capabilities and vulnerabilities alike, however we needed to optimize our strength and move ahead in the right direction.

Hague trial set for Rwanda genocide accused Felicien Kabuga

Felicien Kabuga, an alleged financier of the 1994 genocide in Rwanda, will go on trial in The Hague on September 29 facing charges of genocide and crimes against humanity, a UN judge announced Thursday.
Once one of Rwanda’s richest men, Kabuga allegedly helped set up hate media that urged ethnic Hutus to “kill Tutsi cockroaches” and funded militia groups.
Now in his 80s, Kabuga was arrested in France in May 2020 and transferred to a UN tribunal in The Hague to face charges of playing a key role in the slaughter of 800,000 Tutsis and moderate Hutus.
“The Chamber orders the trial to commence at the Hague branch with opening statements on the 29th of September… and evidence to start on the 5th of October,” Mechanism for International Criminal Tribunals (MICT) judge Iain Bonomy said.
Wearing a dark suit, spotted black tie and striped white shirt, a frail-looking Kabuga listened intently through headphones perched on his head.
Earlier he was pushed into the courtroom in a wheelchair. Kabuga was originally scheduled to appear in court in Arusha, where the other arm of the MICT resides, but judges had ruled he would remain in The Hague “until otherwise decided.”
In June, the judges denied a defence objection, ruling Kabuga was indeed fit to stand trial.
Bonomy said on Thursday the defendant would appear “three times a week for two hours at a time.”
Kabuga is being held at the tribunal’s detention unit a few kilometres (miles) away. He will be allowed to attend hearings through a video link if necessary, the judge said. “Routine is an important part of Mr Kabuga’s life,” he said. “Whatever is required will be done.”
Kabuga listened motionless but told Bonomy he wanted to change lawyers when asked if he wished to address the court.
His current defence lawyer, Emmanuel Altit, pleaded not guilty on his client’s behalf at Kabuga’s first appearance in November 2020. He faces six charges including one count of genocide and three counts of crimes against humanity: persecution, extermination and murder.
The UN says 800,000 people were murdered in Rwanda in 1994 in a 100-day rampage that shocked the world.
An ally of Rwanda’s then-ruling party, Kabuga allegedly helped create the Interahamwe Hutu militia group and the Radio-Television Libre des Mille Collines (RTLM), whose broadcasts incited people to murder.
The radio station also identified the hiding places of Tutsis where they were later killed, prosecutors said in the indictment.
More than 50 witnesses are expected to appear for the prosecution, which said they needed about 40 hours to wrap their case.
Prosecutors said Kabuga controlled and encouraged RTLM’s content and defended the station when the minister of information criticised the broadcasts. AFP

A blast which ripped through a mosque packed with worshippers in the Afghan capital Kabul killed at least 21 people and wounded more than two dozen others, police said Thursday.
The number of bombings across Afghanistan has dropped since the Taliban returned to power, but several attacks — many targeting minority communities — have rocked the country in recent months, including several claimed by the jihadist Islamic State group.
No group has yet claimed Wednesday evening’s blast.
“The blast was caused by explosives placed inside the mosque,” Kabul police spokesman Khalid Zadran told AFP Thursday.
He said 21 people were killed and 33 wounded.
The Italian non-governmental organisation Emergency, which operates a hospital in Kabul, said on Wednesday evening it had received 27 victims from the blast, including three fatalities.
Most of the patients were “suffering from shell and burn injuries”, it said via email.
In a later tweet, the hospital said five children were among those it treated, including a seven-year-old.
Wednesday’s blast comes nearly a week after a suicide attack killed top Taliban cleric Rahimullah Haqqani, who was killed along with his brother at his madrassa in Kabul.
Haqqani was known for angry speeches against IS, which later claimed the attack.
The group has primarily targeted minority communities such as Shiites, Sufis and Sikhs.
The Taliban say they have defeated IS, but experts claim the group remains a key security challenge for the hardline Islamists.
While IS is a Sunni Islamist group like the Taliban, the two are bitter rivals and greatly diverge on ideological grounds.
The blast came as senior Taliban leaders on Thursday led a major gathering of more than 2,000 religious clerics and elders in the southern city of Kandahar, the movement’s de factor power base.
In a statement sent to the media, a Taliban spokesman said “important decisions will be taken in the conference”. AFP
