The largest Hajj since restrictions began draws pilgrims to Mount Arafat.

MOUNT ARAFAT: On Friday, the culmination of the largest hajj pilgrimage since the pandemic forced drastic reductions in numbers two years in a row, massive crowds of Muslim pilgrims prayed on Saudi Arabia’s Mount Arafat.

On the rocky rise where the Prophet Mohammed (PBUH) delivered his final sermon, congregations of worshippers read passages from the Quran while many of them protected themselves from the harsh sun with umbrellas.

The highlight of the pilgrimage, prayers on Mount Arafat, also known as the “Mount of Mercy,” are limited to one million people this year, including 850,000 from abroad after Covid significantly reduced numbers over 2020 and 2021.

Many of the pilgrims travelled to Mount Arafat on foot or in buses from the nearby tents where they spent the night, chanting “Oh God, here I am” as they did so.

They will travel to Muzdalifah after dusk and spend the night there under the stars before performing the symbolic “stoning of the devil” ritual on Saturday.

“Like everyone else, I’m overjoyed to be here. Although this is the largest hajj in the coronavirus era, it is not yet large enough.” 49-year-old Egyptian traveller Saad Farhat Khalil

“There are one million here today, but ten million would have come if the Saudis had allowed more,” he continued.

As helicopters buzzed overhead and volunteers distributed water bottles and collected trash in green plastic bags, the entry roads were jam-packed with worshipers.

A sign on a big garbage can said, “Let’s keep the purest of all lands clean.”

One of the five pillars of Islam and typically one of the largest annual religious gatherings in the world, the hajj is something that every Muslim with the means must do at least once in their lifetime.

Similar to previous years, approximately 2.5 million Muslims from around the world participated in 2019, though that number fell to a few thousand in 2020 and 60,000 in 2021.

The hajj is taking place against the backdrop of a resurgence in the area, with some Gulf countries tightening restrictions to keep outbreaks in check, even though the crowds are back. Covid fears also persist, despite the resurgence.

Proof of complete immunisation and negative PCR tests were prerequisites for participation. On Thursday, they were given tiny bags containing masks and hand sanitizer when they arrived at their white-tent camp at Mina.

Even in ideal circumstances, the pilgrimage can be physically taxing, but this year’s worshippers faced an additional obstacle: a scorching sun and temperatures that reached 42 degrees Celsius (108 degrees Fahrenheit).

Islam forbids men from donning hats once the rituals begin, so many have been observed using umbrellas, prayer mats, and in one instance, even a small bucket of water to provide protection.

Women must wear scarves to cover their heads, however.

Who is going to be a taxpayer who lives in Pakistan?

ISLAMABAD: To include those who spend more than six months of the tax year abroad in the tax net, the Federal Board of Revenue (FBR) has made yet another change to the definition of a resident Pakistani taxpayer.

Frequent flyers are uncertain as to whether they will be treated as Pakistani taxpayers or foreign taxpayers as a result of the most recent amendment implemented through the Finance Act 2022.

A person was considered a resident Pakistani taxpayer prior to the Finance Act 2022 if they were “present in Pakistan for a period, or periods, amounting in aggregate to 183 days or more in a tax year.”

This meant that in order to avoid becoming a Pakistani resident taxpayer, a person had to spend longer than six months abroad.

Many wealthy people would take advantage of this opportunity and arrange their personal taxation so they would not pay taxes to any country.

The government has since filled this gap by amending the Income Tax Ordinance through the Finance Act 2022.

The new definition states that “an individual shall be a resident… for the tax year if [they], being a citizen of Pakistan, is not present in any other country during the tax year for more than 182 days or who is not a resident taxpayer of any other country.”

This meant that in order to avoid becoming a Pakistani resident taxpayer, a person had to spend longer than six months abroad.

The answer is that a person will have to stay in a foreign country for 183 days to claim the status of a non-resident Pakistani taxpayer, and this can be achieved by coming in and going out for more than one time.

For instance, Mr A travels to Dubai, stays there for four months and then leaves for Switzerland and also stays there for over two months. Then Mr A again comes back to Dubai and stays for two months and is entitled to claim the status of a non-resident Pakistani taxpayer.

Up to ~40 supermassive black holes have been observed, which are believed to power the optically bright quasars; however, how these quasars formes less than a billion years after the Big Bang is still one of the outstanding problems in astrophysics.

Now, a team of astrophysicists has solved this mystery. They found that the first quasars naturally formed in the early universe’s violent, turbulent conditions of rare gas reservoirs.Supercomputer simulations in past studies suggested that early quasars were formed at the junctions of rare, cold, and powerful gas streams. There were only a dozen of these in a large volume of space, a billion light-years, yet they had to be 100,000 solar masses when they were born. Today’s black holes are typically only 10 to 100 solar masses and emerge when big stars run out of fuel and collapse.

It has been speculated that the stars with solar masses 10,000 – 100,00 formed in the early universe but only in exotic, finely-tuned environments like strong ultraviolet backgrounds or supersonic flows between gas and dark matter had no resemblance to the turbulent clouds in which the first quasars formed.

The team of experts led by Dr. Daniel Whalen from the University of Portsmouth said, “We think of these stars as a bit like dinosaurs on earth, they were enormous and primitive. And they had short lives, living for just a quarter of a million years before collapsing to black holes.”

“This discovery is fascinating because it has overturned 20 years of thought on the origin of the first supermassive black holes in the universe.”

“We find supermassive black holes at the centers of most massive galaxies today, which can be millions or billions of times the sun’s mass. But in 2003, we began finding quasars – highly luminous, actively-accreting supermassive black holes like cosmic lighthouses in the early universe – that existed less than a billion years after the Big Bang. And no one understood how they formed by such early times.”

“We think of these stars as a bit like dinosaurs on earth, they were enormous and primitive. And they had short lives, living for just a quarter of a million years before collapsing to black holes.”

“Our supercomputer models returned to very early times and found that the cold, dense streams of gas capable of growing a billion solar-mass black holes in just a few hundred million years created their supermassive stars without need for unusual environments. The cold streams drove turbulence in the cloud that prevented normal stars from forming until the cloud became so massive that it collapsed catastrophically under its weight, forming two gigantic primordial stars – one of 30,000 solar masses and another of 40,000.”

“Consequently, the only primordial clouds that could form a quasar just after cosmic dawn -when the first stars in the universe formed – also conveniently created their massive seeds. This simple, beautiful result explains not only the origin of the first quasars but also their demographics – their numbers at early times.”

Scientists have identified more than 1,500 genetic differences between migratory and non-migratory hoverflies.

A team led by the University of Exeter captured migrating insects as they flew through a mountain pass, and sequenced active genes to identify which determine migratory behavior.

This genetic information was then compared to that of non-migrating summer hoverflies.

“We identified 1,543 genes whose activity levels were different in the migrants,” said lead author Toby Doyle, of the Center for Ecology and Conservation on Exeter’s Penryn Campus in Cornwall.

“What really struck us though was the remarkable range of roles these genes play.

“Migration is energetically very demanding, so finding genes for metabolism was no surprise but we also identified genes with roles in muscle structure and function, hormonal regulation of physiology, immunity, stress resistance, flight and feeding behavior, sensory perception and for increasing longevity.”

Each autumn, billions of migratory hoverflies leave northern Europe and make a long-distance journey south.

Their journey takes them through the Pyrenees where they become concentrated through high mountain passes.

Power Minister Engineer Khurram Dastgir has announced that Prime Minister Shehbaz Sharif will unveil a new comprehensive solar energy policy on August 1 to curb the prolonged power outages and rein in rising electricity prices.

Addressing a news conference on Thursday, the minister stated that the prime minister received a comprehensive initial briefing on solar energy.

In accordance with the policy, he said, seven solar plants would be installed initially on the sites of the existing thermal power plants, where land and transmission lines already existed for electricity.

He said that the contract for the installation of solar power plants would be awarded to the lowest bidder after an open bidding process, adding that there was a proposal under consideration to install 1MW solar plants in small feeder areas across the country, which would help generate 2,000MW of electricity in the first phase.

“All government offices and buildings will be converted to solar energy, and the Parliament House will serve as the model,” he said, adding that the Parliament House saved millions of rupees annually in terms of electricity.

He stated that tube wells would also be converted to solar energy nationwide. Diesel-powered tube wells in Balochistan would receive top priority.

Dastgir said that the plan also included the distribution of one to three kilowatts solar panel modules to residential customers, whose cost would be recouped through electricity bills.

The minister hoped that all of these projects would add 7,000MW to 10,000MW of electricity to the national grid system before next summer.

According to him, Tarbela dam’s hydel electricity production increased further due to an increase in water inflow, and it now exceeded 3,800MW. He added that following maintenance, the Lucky Coal Power Plant also resumed operation.
Upon completion of its refuelling before Eid, the K-2 nuclear power plant would also begin supplying 1,100MW to the national grid, he added.

The minister also claimed that load-shedding would decrease significantly in the coming days. In large and important cities, less load management had been implemented, he added.

To a question, he stated that the tunnel damage at the Neelum-Jhelum hydropower project was being evaluated.
To another question, he stated that transmission lines were being installed in the Makran Division in addition to the installation of solar power plants in Makran’s coastal regions.

Solar energy potential is abundant in Panjgur and other regions of Balochistan, whereas the Jhimpir (Sindh) corridor produces between 600MW to 700MW of wind energy.

To the third question, the minister stated that the 1,214MW Shanghai Electric Thar Coal project, which had been delayed by the previous PTI government, would also begin production during the current fiscal year.
