CDA’s Troubled Waters: The Plot That Vanished”

Chairman Vows to Tackle Corruption

The Capital Development Authority of Pakistan (CDA) finds itself embroiled in a controversy surrounding the receipt of millions, the issuance of an allocation letter, and yet the failure to provide the promised plot.


The focal point of this scandal is plot number 240A, covering an expansive 20 kanals, located in an industrial area. The sequence of events began in September 2020 when this plot was auctioned. Subsequently, an allocation letter was issued on February 17, 2022, accompanied by complete payment of auction fees, installments, and various taxes and charges. Astonishingly, despite the fulfillment of all financial obligations, the CDA has failed to deliver the plot.


Upon closer scrutiny, investigations have unveiled a troubling pattern of alleged fraudulent activities within the CDA. Sources, who have come forward, indicate that the lack of effective checks and balances within the institution has paved the way for a series of similar fraud cases. Shockingly, high-ranking officers within the CDA have been implicated in these fraudulent activities. This not only raises concerns of significant financial misconduct but also poses a direct threat to the integrity of the state.


In response to these allegations, the newly appointed Chairman of the CDA has taken a resolute stance against corruption within the organization. It is expected that those involved in these alleged corrupt practices will soon face the Federal Investigation Agency (FIA), where organized financial crime investigations will be conducted. These elements are believed to play a pivotal role in embezzling institutional funds.

Assistant Director of the CDA, Kamran Qureshi, has acknowledged the need for a formal inquiry into these serious allegations. He has reiterated that the CDA is an accountable institution that does not withhold funds without valid reasons. Mr. Qureshi has also assured that he will bring this matter to the attention of CDA Chairman Anwar Haq, with the intent of initiating a comprehensive investigation into the matter.

On the other side of this, the affected citizen, who holds an allocation letter from the CDA (Capital Development Authority of Pakistan), has encountered vehement opposition from local residents when attempting to visit the site. These residents adamantly claim that the alleged plot number does not exist. The affected citizen fervently appeals to CDA Chairman Anwar Haq for prompt intervention, urging that those responsible are brought to justice to protect his constitutional rights and uphold the rule of law.

Given the gravity of these allegations and their potential far-reaching consequences, calls have emerged for international investigative standards to be applied in order to thoroughly examine the allegations against the CDA. This approach seeks to ensure transparency, justice, and the safeguarding of the interests of all parties involved.

Identity Crisis of Pakistan

The Revival Media has posted today on its Facebook page an invitation post about a seminar being held on August 3, 2023 in Islamabad. I would have loved to participate in this seminar but due to some other engagement can not take this august opportunity. I would indirectly join this meeting by very briefly expressing my views on this subject and share with my friends on my Facebook and WhatsApp. The topic of the seminar is:” The True Identity of Pakistan: Debunking the propaganda against Two Nation Theory”.


The Question posed is:” Did Jinnah and other founding fathers of Pakistan want a Secular or an Islamic Pakistan?”
The speaker who are mentioned in the post belong to International Islamic University, Islamabad and from Islamic Ideological Council. I hope they will do justice with the topic as they are from Islamic academic background.


The Identity Crisis of Pakistan is a very serious issue. The people who have Western, liberal, modern and secular mindset quote the speech of Quaid- I- Azam delivered on 11 August, 1947 in the Legislative Assembly in which Mr. Jinnah announced that all people will have religious freedom and there will be no religious discrimination and the basic rights of all Pakistanis will be protected and all citizens will have equal rights. This was the spirit and message of his speech.

The Secularists and the Leftists do not accept the idea of Islamic state as propounded by Muslim hardliners. They even reject the Two Nation Theory and say that Pakistan was born to provide freedom and social justice to the Muslims of India. The word Islam was only used to motivate and mobilize Muslims for the creation of Pakistan.

On the other hand, the Islamists and fundamentalist say that Pakistan was created to implement Islamic way of life. The founding fathers of Pakistan Dr. Allama Iqbal and Quaid- I- Azam in clear words had said that : Pakistan means: an Islamic state. There is no shred of doubt in it that the speeches and statements of both, Dr. Allama Iqbal and Mr. Jinnah clearly prove the fact that they wanted the establishment of Islamic state in Pakistan. But it must be noted that their concept of Islamic state is quite different from the concept of state of traditional, retrogressive, ritualistic, and sectarian Islamic fundamentalists.

The founding fathers of Pakistan took Islam as an inclusive, humanistic, rational and secular religion. The term secularism doesn’t mean atheism or non- religious identity or ideology. In the modern political terminology it means accommodative and absorbent system or tolerant beliefs. India claims to be a Secular State.

By it India means that the Hindus, the Muslims, the Christians, the Sikhs and all religious minorities have equal rights in India and there will be no religious discrimination. But it is said with heavy heart that India is not a Secular state. It is an extremist Hindu state. The Identity crisis of Pakistan is that on one hand, the Islamic fundamentalists totally negate its liberal and secular aspect and on the other, the Secularists totally negate the concept of Islamic fundamentalism .

If we want to end our Identity Crisis and guide our younger generation towards the right destination, we will have to accept the term “ Islamic Secularism” which means an Islamic code of life based on democracy, social justice, equality, fraternity, tolerance and human rights. Islam respects all religions and gives surety of life, protection, religion and honor to all humans irrespective of their differences of color, class and creed. The Quran says:” For you your religion and for me my religion.” Is it not secularism in the modern political terminology?


To bridge the gap between the Islamic fundamentalists and irreligious Secularists, we have to accept the modern political terminology” Islamic Secularism.”
Accepting to Western political thinkers, there are threes Islam in the Muslim world: Sunni Islam; Shia Islam and Wahhabi Islam. The sectarian crisis can only be uprooted if we abandon religious extremism and promote secular, universal and humanistic side of Islam. Our Identity Crisis will evaporate and we will fetch and then find our Identity. We can not find our Identity without finding our Ideology.

Pakistan’s Freedom: A Religion-Based Narrative

While Christians go to bed in trauma given by recent Muslim extremist mobs, let us not forget the Independence Day we celebrated this August. Let us not forget the racist people who claimed Muslims are free in this country and hence should be thankful to Pakistan, unlike Palestine and Syria. The concerning question that arises here is, “Is freedom religion based?”

Freedom has no religion; it is a fundamental right that everyone deserves, regardless of colour, creed, or race. We are not free as long as the white in our flag is violated. We are not independent as long as the Christians, Sikhs, and Hindus are not considered equal to Muslims in this country.

While our hearts are triggered by the blasphemous remarks of a Christian scholar, let us now explore the pain of our minorities that are titled as traitors and sinful people in our academic books instead of being regarded as mere humans. While our blood boils with anger for the Swedish government, let us not forget the minorities’ pain caused by extremist Muslim mobs that vandalized five churches and set up two homes in destruction on 17 August 2023.

Interestingly enough, Pakistani Muslims wholeheartedly condemn the discrimination against Muslims by Islamophobes and become social activists in times of need. However, this activism and philanthropy burn into ashes as soon as minorities in Pakistan are victimized. As much as one Muslim terrorist does not make the entire Muslim nation a terrorist nation, one Christian also does not make the entire Christian nation blasphemous. Our hearts should mourn equally for the violation of our minorities. We should stop validating Pakistan’s freedom based on religion. In 2022, 21 cases of forced conversions were witnessed in Sindh only. Each year, hundreds of girls belonging to Christianity and Hinduism, aged 12-25, are forcibly converted to Islam through abduction and married to old-age Muslims. Moreover, the court also hands these girls to their Muslim husbands despite clear-cut evidence of abduction and forced conversions. Furthermore, these communities’ minor boys and girls are subjected to rape and never provided justice.

Such is the country’s condition that sings anthems of freedom on 14 August. What freedom is this? Why is the narrative of Pakistan’s Independence Day limited to Muslims only? Why are Pakistanis so religion-centred when it comes to justice and peace? It is high time we confess the falseness and inaccuracy of our famous slogan, “Azaadi Mubarak!” Pakistani Muslims need to reshape their ideology of freedom. The Pakistani flag does not belong to Muslims only; it is incomplete without the white colour in it.

Freedom is not for Muslims only; it is for everyone who has breathed earthly air. To clarify Pakistanis actual narrative of freedom, let us remind Muhammad Ali Jinnah’s words when he said, “You are free to go to your temples, you are free to go to your mosques or to any other place of worship in this state of Pakistan. You may belong to any religion or caste or creed that has nothing to do with the business of the state.” in his Presidential Address. Pakistanis might have forgotten his words, but there is always time to bring a change. We must join hands to shelter our minorities, embrace their differences, and form strong bonds. We must allow freedom to transcend the boundaries of religion, caste, and colour. Let us not be the reflection of the famous saying, “Freedom is harder to protect than earn!” We must protect our minority’s freedom at any cost!

JOINT NAVAL EXERCISES NASEEM AL BAHR & DERAA AL SAHIL COMMENCES AT SAUDI ARABIAN WATERS

Islamabad: Major joint Naval Exercise Naseem Al Bahr-XIV and Deraa Al Sahil between Pakistan Navy (PN) and Royal Saudi Naval Forces (RSNF) commenced at Al Jubail, Saudi Arabia. The exercises are aimed to consolidate bilateral relations and enhance interoperability between the two navies and Special Ops Forces. The maritime drills include range of naval operations covering traditional & non-traditional warfare domains.

For participation in exercises, PN Flotilla comprising Pakistan Navy Ships SAIF, HIMMAT, DEHSHAT and MUHAFIZ reached Al Jubail port of Saudi Arabia. The ships were warmly welcomed by senior RSNF officials and Pakistan’s Diplomatic Staff at Saudi Arabia.

In addition to Naval Ships, Special Operations Forces & Marines of both the navies, helicopters and aircraft of Royal Saudi Air Force are participating in the exercises. During the harbour phase, both sides exchanged views on professional subjects and finalised the planning of sea exercises. Harbour phase activities included workshops on tactical procedures, seminars, simulators training, exchange visits and coordination meetings prior conduct of exercises at sea.

Exercise Naseem Al Bahr is biennial naval exercise that has evolved over three decades. The exercise is a manifestation of Pak-Saudi strategic relations and mutual resolve to enhance cooperation in naval domain to jointly deal maritime challenges.

Brain Drain and the Talent Depletion in Pakistani SMEs
