Kissan Package announced by PM Shahbaz Sharif

ISLAMABAD: Prime Minister Shahbaz Sharif on Monday unveiled a Kissan Package for farmers to assist them recover from the devastation of the floods.

According to the prime minister, Pakistan’s progress is closely correlated with the growth of its agriculture industry.

According to the premier, the government would give farmers loans totaling Rs. 1,800 billion in the current fiscal year, which is four times more than it did the year before.

According to the PM, the government has earmarked about Rs11 billion to eliminate the markup on loans taken out by farmers who live in flood-affected areas.

He added that the government would also give loans worth Rs50 billion to young people living in rural regions who want to become professional farmers. The Center and smaller provinces will also give more than Rs8 billion to small farmers in flood-affected areas, he said.

He said that the government will set aside almost Rs6.5 billion for this project and that loans to young people would be offered at a markup lower than the market rate.

For the purpose of reviving the agricultural sector in flood-devastated areas, a package has been devised by the Ministries of Finance and Food Security.

The package includes actions like lowering fertiliser costs and ensuring that there is enough urea available. This package also includes starting the solarization of tube wells and paying electricity bills in instalments.

In areas affected by flooding, the prime minister promised interest-free loans for tenant farmers. PM Shehbaz insisted that a Rs. 5 billion subsidy had been set aside for these loans.

In addition, the government raised the Produce Index Unit (PIU) value for getting loans for agricultural purposes from Rs4,000 to Rs10,000.

He insisted that they would support small and medium-sized businesses (SMEs) in the agricultural industry since Rs. 10 billion had been set aside for a programme to modernise SMEs in the sector.

The premier bemoaned the fact that tractors made domestically in Pakistan cannot be exported due to the restriction, which has driven up the price of tractors for small-scale farmers.

The government has chosen to import used tractors because, according to PM Shehbaz, “I tried to terminate the monopoly of the tractor business along with Dar and other authorities concerned; nevertheless, the stakeholders immediately refused to work with the government.”

According to the prime minister, the government has made the decision to import second-hand tractors that are up to five years old (and have the appropriate certification) out of obligation to assist farmers who cannot buy tractors made locally.

He clarified that this decision, which is anticipated to hurt the local sector, would not have been made if the tractor business had partnered with the government. The premier also stated that people importing these used tractors older than five years would receive a 50% duty rebate, a 36% rebate for tractors older than three years, and that the concession rates would be determined appropriately.

The fertiliser plants have agreed to reduce the price of Di-ammonium phosphate (DAP) by Rs2,500 per bag, the premier said while providing more information. The DAP bag will now be sold in the market for Rs11,250.

Previously, the price of the DAP bag was roughly Rs. 14,000.

The prime minister announced that 1.2 million bags of certified wheat seeds will be free of charge to farmers in flood-affected areas through a partnership with the provinces and that Rs13.20 billion had been set aside for the programme. 50% of the Rs13.20 billion would come from the Center, he continued.

He also disclosed that 200,000 tonnes of the 500,000 tonnes of urea that the government planned to acquire have already arrived in Pakistan. He commended the industries minister and his team for negotiating the agreement in a way that enabled the government to save $100 per tonne. Under the government-to-government agreement, urea was initially available at a price of $600 per tonne, but thanks to the persistent efforts of the relevant authorities, the price was lowered to $500 per tonne.

“The government of Pakistan has also agreed to allocate Rs 30 billion as a urea subsidy in order to help the country’s agriculture sector by enabling small farmers to purchase fertiliser at a lower cost.

According to the prime minister, Pakistan will still need to import wheat due to the damage brought on by the floods even though it was previously doing so because of production that was below average.

He stated that 1.6 million tonnes of wheat would be imported, bringing the total to 2.6 million tonnes, of which one million tonnes had already arrived.

He explained that the government is striving to conserve every dollar and give people assistance, which is why all wheat import arrangements were government-to-government, and that is why he did not permit private sectors to import wheat.

He said that the government has decided to offer interest-free loans to the owners of the 300,000 tube wells now in use in Pakistan in order to reduce the cost of power. These tube wells are intended to be solarized.

He explained that the farmer will simply have to pay the instalment while the government will cover the interest amount, not electrical expenses.

The government, according to the prime minister, has decided to give farmers a “immediate” relief payment of Rs13 per unit, or a subsidy.

On a petition filed by the PTI leader disputing the ECP’s disqualification order, Justice Aamer Farooq of the IHC gave the directives.

The court began the hearing by asking Imran Khan’s attorney if he had submitted any requests for the provision of new documents.

At this point, Khan’s attorney Barrister Ali Zafar informed the court that he had made a motion to include the notification from the ECP. He continued by saying that after being disqualified, his client was removed from the Mianwali seat.

Justice Farooq questioned, “Was this reference submitted by the speaker? Zafar answered in the yes to that.

The legal representative argued before the court throughout the case that after the speaker submits a referral to the ECP, it is required to report its conclusions on the matter. The constitutional body must comply within 90 days, he stressed.

Additionally, Zafar notified the court that by June 30th, all lawmakers must submit information about their assets. The lawyer said that if something is sold, the proceeds must also be disclosed.

“Any member assembly who fails to disclose these facts will have his membership suspended. The member may be implicated in corrupt activities if the return is not submitted within 120 days or if the information is provided incorrectly, according to Zafar.

The attorney argued that although misdeclaration is neither punishable or disqualifying, it is punishable by up to three years in prison and a fine.

According to the law, misdeclaration crimes are punishable by fines and will be heard in trial session courts, according to Zafar. He further mentioned that in this instance, the ECP serves as the complaint.

Imran Khan was found to have produced a fraudulent affidavit and engaged in corrupt behaviour in violation of Article 63(1), according to the ECP (p).

According to the aforementioned article, a legislator is temporarily ineligible to be elected or selected as a member of the Majlis-e-Shoora (Parliament) or of a provincial assembly.

In August 2022, National Assembly Speaker Raja Pervaiz Ashraf sent the Toshakhana scandal-related disqualification of former Prime Minister Imran Khan to the ECP in accordance with Articles 62A, 63A, and 223 of the Constitution.

Ali Gohar Khan, Mohsin Nawaz Ranjha of the PML-N, and five other individuals submitted the disqualification reference.

The 28-page reference listed 52 gifts that Toshakhana, the former prime minister Khan, received while breaking the law and following the norms. Most of the gifts, including several priceless watches, were sold in the market.

The gifts’ estimated worth has been determined to be Rs 142,042,100. Between August 2018 and December 2021, the gifts were given.

Ranjha, a PML-N MNA, claims that Khan omitted information from his 2018–2019 statement of assets regarding the gift of watches from Saudi Arabia’s Crown Prince Mohammad bin Salman.

According to Ranjha, this concealing of facts is equivalent to lying, which is a crime under Section 137.

Thus, he declared that Khan was no longer Sadiq and Ameen and should be permanently barred from running in elections in accordance with Article 62(1)(f), Article 2, and Article 3 of the Constitution.

According to Ranjha, Article 62(1)(f) is the same legal provision that prevented previous prime minister Nawaz Sharif from running for office and ultimately resulted in his ouster.

LAHORE, Oct 31: Breast cancer is one of the most common diseases among women and death rates caused by it around the globe are still higher owing to late detection and lack of awareness.

Several studies have revealed that when breast cancer is detected at its earliest stage, the survival rate becomes more than 90 per cent.

Therefore, in order to create awareness about the disease, the World Health Organization (WHO) has marked October as the ‘Breast Cancer Awareness Month’ to help people understand the importance of early diagnosis of the disease for saving millions of lives.

Aiming at providing awareness to women about the disease, government, various medical forums and non-governmental organizations (NGOs) had organized various seminars and awareness walks on ‘Breast Cancer Awareness’ during the month-long mass sensitization campaign.

Oncologists and health experts, during this month, made special efforts to ensure early detection of breast cancer and spread awareness for eliminating the stigma about the disease.

Every year, around one million women are diagnosed with breast cancer globally. Breast cancer is the most common cancer among females, and the GLOBOCAN report of WHO revealed that there were over 1.38 million women with breast cancer in 2018. However, it was sad to note that the number had reached 2.3 million in 2020, and 685,000 deaths were caused due to it across the globe.

Likewise, collectively during the past five years, at the end of 2020, there were 7.8 million women alive who were diagnosed with breast cancer, making it the world’s most prevalent cancer figure, the report added.

Breast cancer mortality was witnessed with a slight variation, by changing little from the 1930s through to the 1970s. Luckily, improvement in survival of the patients was witnessed in the 1980s, in countries with early detection programs, combined with different modes of treatment to eradicate the disease.

Noted Oncologist, Dr Amina Khan told APP that cancer is a family of disease and breast cancer is one of them. Breast tissues are made up of milk producing glands, which are called lobules, and the ducts, which connect the lobules to the nipple, she added.

She said that the remaining part of the breast is composed of lymphatic, connective and fatty tissues. Breast cancer is the most prevalent type of cancer reaching at alarming levels in the world. Throughout the world, breast cancer poses a major health risk for women, she added.

Pakistan, being a developing country, is most thickly populated and the major population is living in remote rural areas. Therefore, in under-developed rural areas, no formal health infrastructure is available as illiteracy is a major cause to diagnose breast cancer. Mostly village folk women have no awareness about personal hygienic conditions, she said.

There are certain methods that can be used to reduce the breast cancer rate, she said, adding that women can reduce the risk of breast cancer by four per cent by breastfeeding their minors for at least 12 months.

Exercise should be focused, which includes walking 6,000 steps a day, consuming vegetables, fruits, avoiding processed meat, regular use of calcium and vitamin D can protect women against breast cancer, she added.

In rural areas, socioeconomic conditions are responsible for poor health of women. To a query, Khan said rural women were becoming more vulnerable to breast cancers every year because it was an inherited disease, which is transmitted from mother to daughter.

The major reason of the increasing number of the disease among women is unavailability of screening centres to diagnose various types of cancer, and every year a large number of women die due to breast cancer and Hepatitis-C.

Dr M Zulqarnain Chaudhry, consultant breast surgeon at Shaukat Khanum Memorial Cancer Hospital and Research Centre (SKMCH&RC) said that breast cancer was the most common disease among women worldwide while Pakistan has the highest incidence of the disease in Asia.

One out of nine Pakistani women suffers breast cancer at some stage of her life while thousands of lives are lost to the disease every year, he added.
“One of the major barriers to early diagnosis is lack of awareness and women’s shyness in discussing their health issues and going for any kind of breast examination,” said Dr. Zulqarnain Chaudhry.

Women below 40 years can perform regular self-examinations while women above 40 years should undergo regular mammography screening, he emphasized.
The best way to fight the disease is to perform self-examination on a monthly basis and look for any sign or symptom, so that treatment could begin immediately, he added.

About symptoms of breast cancer, he said it could be swelling of all, or part of the breast, dimpling or skin irritation, nipple redness, breast pain, turning of the nipple inward, or thickening of the nipple.

Likewise, a nipple discharge (other than breast milk), thickening of the breast skin, or a lump in the underarm area, could be the symptoms of breast cancer, he added.

The risk factors, he said, included getting older, delayed marriage, reproductive or family history, genetic mutations of breast or ovarian cancer, personal history of breast cancer or certain non-cancerous breast diseases, use of hormonal drugs and previous treatment using radiation therapy.

Dr Nauman, breast psychologist at Mayo Hospital, Lahore said, “We emphasize women to change their lifestyle as today we have a sedentary lifestyle, while eating a processed, frozen products and lot of junk food. “People need to have a healthy diet and lifestyle, which would help protect the body,” added Dr Nauman.

A two-person inquiry committee that was formed to look into the murder of renowned journalist and former ARY News anchor Arshad Sharif met with representatives from the Kenyan Crime Investigation Department (CID).

To learn more about their position about the murder of a senior Pakistani journalist in Nairobi, the team met with Kenyan CID officers.

The team also went to the location of the incident and looked over the car that the dead journalist was riding in when he was killed.

Previously, sources claimed that Waqar and Khurram Ahmed had been questioned by the investigative team over the murder of Arshad Sharif. A murdered journalist was staying with the Ahmed brothers in Kenya.

Sources claim that Arshad Sharif’s hosts in Kenya, Khurram and Waqar Ahmed, described the shooting event as a “misidentification.” Waqar Ahmed admitted to the investigation team that he invited Arshad Sharif at the request of a friend and ruled out Salman Iqbal, president and CEO of ARY Digital Network, as the source of the request.

In self-exile, the senior journalist and former ARY News anchor was assassinated on October 23 in Nairobi, Kenya.

After Arshad Sharif’s post-mortem and return to his home country, Kenyan police initially claimed that the veteran journalist was killed in a “mistaken identity” incident. However, several Kenyan news outlets have since questioned both the police’s actions and the circumstances surrounding Sharif’s death.

As COVID cases rise before winter, China locks down millions.

As winter approaches, officials in Chinese cities and provinces across the country are pulling no punches in combating sporadic COVID-19 outbreaks, quickly closing venues and imposing longer temporary lockdowns on millions of people.

Cases in mainland China surpassed 2,000 for the second day in a row on Sunday, putting pressure on the country’s contentious zero-COVID policy, which has hampered the economy and exasperated its citizens.

Guangdong province’s manufacturing capital, Guangzhou, has seen a rash of cases over the last week, forcing the closure of some districts. Haizhu’s 1.8 million residents, or roughly 10% of Guangzhou’s population, have been hit the hardest.

Total cases in Guangzhou increased to 1,110 from 402 the previous seven days, from October 24-30. The threat of a major lockdown would jolt the city and harken back to Shanghai’s nightmare two-month lockdown a few months ago.

Shanghai Disney Resort announced on Monday that the entire resort would be closed beginning October 31 due to COVID prevention measures in the city.

Lu Dongliang, secretary of the Datong Municipal Party Committee, returned from the party congress last week to assess the “dire situation in the city” of over one million people.

Datong, which recorded 288 cases between October 27 and October 30, has implemented stricter isolation and management of hotels, key industries, and its railway. According to local media reports, some city officials have been punished for lax enforcement of COVID rules.

As winter approaches, northern cities, particularly those near international borders, are seeing an increase in cases and may face new restrictions.

132 people have died as a result of a bridge collapse in Gujarat, India.

According to a local government source who spoke to Reuters on Monday, the dead toll from a bridge collapse in Gujarat, India, has risen to 132.

A footbridge in the town of Morbi that spans the Machhu River collapsed on Sunday while it was crowded with tourists taking part in holiday celebrations, sending many into the river below.

“132 people have now died as a result of the bridge collapse tragedy. The top official, NK Muchhar, stated that the search and rescue efforts were still ongoing and warned that the death toll might go up.
According to Muchhar, emergency teams from neighbouring regions and members of the armed forces were dispatched to assist with rescue efforts and track down the missing.

More than 400 people, according to the authorities, were on and around the colonial-era suspension bridge when it collapsed. The Chhath Puja and Diwali vacations have brought a large number of tourists to the bridge.

A five-person committee was selected to look into the catastrophe.

One witness who spent the entire night trying to save lives claimed, “I witnessed the bridge crumble before my eyes,” without revealing his name.

“It was upsetting when a mom inquired if I had saved her kid and showed me a picture of her. I was unable to inform her that her daughter had passed away.

The bridge was “jam-packed,” according to Supran, another witness who spoke to local media.

“The wires broke, and the bridge collapsed in an instant. People fell into the river and on top of one other, he claimed.

Another Morbi resident, Ranjanbhai Patel, spoke to the local media about the challenges he and others experienced when trying to rescue people and get them to safety.

“We rescued those who could swim to land. We were unable to save most of the people since they had fallen into the river, he claimed.
