Army chief appeals to the US to expedite the release of IMF funds to Pakistan

WASHINGTON: Chief of Army Staff (COAS) General Qamar Javed Bajwa has become active to steer the country out of economic crisis and appealed to the United States to help Islamabad secure an early dispersal of $1.2 billion in funds under an International Monetary Fund loan program.

Pakistani and American sources told Nikkei Asia that Gen Bajwa urged the White House and the US Treasury Department – both of whom are believed to have a degree of influence over the International Monetary Fund (IMF), to immediately supply nearly $1.2 billion to Pakistan.
The call comes at a time when Pakistan has increased contact with key American officials.
Pakistan and the IMF reached a staff-level agreement over the release of the funds to support the country’s fragile economy. The staff-level agreement will pave way for a $1.2 billion disbursement, which is expected in August. Earlier on July 14, the International Monetary Fund (IMF) and Pakistan reached a staff-level agreement for the release of US$1.17 billion under the combined 7th and 8th reviews of Pakistan’s Extended Fund Facility (EFF).
A statement issued by the Fund said that the agreement is subject to approval by the IMF’s Executive Board.
Additionally, “the IMF Board will consider an extension of the EFF until end-June 2023 and an augmentation of access by SDR 720 million, which will bring the total access under the EFF to about US$7 billion in order to support program implementation and meet the higher financing needs in FY23, as well as catalyze additional financing.”
However, a representative of the IMF told Nikkei Asia that there is a significant distinction between board approval and approval at the staff level.

Morgan’s comments came on the eve of the announcement of the new UAE T20 League, that is set to offer its marquee players $450,000 contracts, and – with the first edition due to take place in January 2023 – is already causing ructions for the Big Bash, with David Warner among the players who may choose to play this tournament ahead of his own country’s event.

“I think the one thing that strong domestic tournaments produce is your domestic heroes,” Morgan added. “You normally only experience it when you play international cricket but tournaments like the Big Bash have produced Chris Lynn.

“He is a magnificent domestic player – international cricket hasn’t worked out for him – but when he walks around Australia, he’s a massive hero. People know exactly what he does and how he does it.

“It’s already happening, and we’re probably behind the eight-ball. We’re very, very lucky the Hundred has been the success it has, so we can develop the product and have the players involved.

“The one thing we have going for us is we still own and engage with our local players. If we ever lose that, there’s a serious issue. All of our players still want to play for England. They want to play Test-match cricket, ODIs or T20s. As soon as we lose that…”

The birth of the Hundred has proven controversial, with English cricket still divided as to the merits of a competition that now takes up the prime weeks of the season, and has caused England’s established competitions to be pushed to the margins of the summer, including the T20 Blast, whose 20th season concluded with Finals Day at Edgbaston last week.

And yet, in light of the IPL’s recent rights auction, which resulted in broadcast deals worth more than £5 billion, Morgan is realistic about the sport’s direction of travel, and the fact that global franchise tournaments are bound to grow at the expense of the historic formats of the game, including international cricket.

“For me, international cricket has always been the thing I strived to play in, and I’ve loved the opportunity of playing for Ireland and England,” Morgan said. “It allowed me to play against the best in the world. If that changes and the scale tips, I think it tips in only one direction.

ISLAMABAD:For K-Electric and ex-Wapda distribution companies (XWDISCOs) customers, the National Electric Power Regulatory Authority (Nepra) on Thursday approved an increase of up to Rs11.37 per unit, resulting in an unprecedented increase in the power rate for the month of August.

The increase was made in connection with June’s fuel cost adjustment (FCA) and will aid the government in collecting an additional Rs155 billion in August.

The power regulator under the chairmanship of Tauseef H Farooqi held public hearings on both the privatised company and state-owned distribution companies’ petitions who had sought an additional FCA of Rs11.39 and Rs9.91 per unit respectively for the month of June.

After considering the information provided by the petitioners, Nepra approved K-request Electric’s to charge customers an extra Rs. 11.37 per unit and XWDISCOs’ request to charge customers Rs. 9.89 per unit in August.

It is important to note that Nepra increased the power rate for XWDiscos by Rs7.90 per unit in May as well due to the monthly FCA.

The country’s average base tariff will increase by Rs 7.91 per unit starting in July 2022, according to a decision made by the power regulator last week. Additionally, as part of a quarterly adjustment, the government had also approved a base tariff increase of Rs1.55 per unit.

According to a petition filed by the Central Power Purchasing Agency (CPPA) on behalf of XWDISCOs, the reference fuel charges from the consumers for the month of June were Rs5.9344 per unit, while the actual fuel cost was Rs15.8439 per unit. It asked Nepra to inform customers of the increase of Rs9.9095 per unit.

According to information provided to the regulator, the CPPA-G claimed that during the month of June, 13876.14 GWh of electricity were produced at a cost of Rs204.237 billion (or Rs14.7186 per unit), while 13471.05 GWh were delivered to Discos at a cost of Rs213.434 billion (or Rs15.8439 per unit). 2.92 percent was reported as the loss for June.

According to the CPPA-G, the hydel generation fell to 3361.21 GWh (24.22%) in 2016.

Ponting on WTC Final and star’s ‘indifferent’ form

Australia cricket legend Ricky Ponting has used the latest episode of The ICC Review to dissect Steve Smith’s current form, predict who is the best chance to usurp England’s Joe Root as the top ranked red-ball batter and provide his thoughts on the current World Test Championship race.

Ponting has been keeping a close eye on the recent plight of Smith at Test level and hasn’t noticed too much difference in the way the right-hander has been approaching the game.

But he says opposition sides have worked out smarter plans on how to combat Smith and the former Australia captain only recently broke an 18-month drought without a century when he reached triple figures during the second Test against Sri Lanka in Galle.
While Smith has 28 Test centuries to his name for Australia, only two of those have come since the Ashes series in England in 2019 and his unbeaten 145 against Sri Lanka earlier this month was the first time he had reached triple figures since his brilliant hundred against India at the start of 2021.

Smith has scored seven half centuries during that span and Ponting said the 33-year-old is not consistently producing as many high scores as he would like to.

“The best way to describe it is, it (Smith’s form) has been indifferent,” Ponting told Sanjana Ganesan on The ICC Review.

“For four or five years, he has been so incredibly consistent, making consistently high scores, making four, five or six hundreds in a Test match calendar year and he hasn’t been able to do that in the last couple of years.

“I have watched him quite closely, and I don’t think there is anything technically there that has changed too much.

“Opposition teams maybe have finally started to work out the way they can slow him down from scoring quickly or have found some ways to attack him and get him out.

“But knowing Steve and how well he prepares himself and how deeply he thinks about his game, I don’t think it’s going to be too long before you see him back there scoring heavily again.”
Is Joe Root’s mantle as the No.1 Test batter in danger?

Root was recently rewarded for his excellent red-ball form when he overtook Australia’s Marnus Labuschagne as the top ranked Test batter, but there are a host of key batters around the world lining up to overtake the Englishman.

England have three Test matches against South Africa next month where Root will get the chance to extend his lead at the top of the batter rankings, but after that they don’t play any red-ball cricket until they tour New Zealand in February next year.

That means Labuschagne and Smith will get plenty of opportunities to make ground on the in-form right-hander, with Australia hosting West Indies and South Africa during their upcoming summer for a total of five Test matches on home soil.

“Yeah, potentially (both Labuschagne and Smith could overtake Root this summer)” Ponting said.

“Both of those guys have outstanding records in Australia. I think looking back at last week, it was Marnus’ first hundred (against Sri Lanka) outside Australia.

“In saying that, it’s been in Australia in the last couple of years where Smith has had most troubles.

“Marnus was on record recently saying that it might just be the opening of the floodgates again for Steve Smith.

“I think it’s been 16-17 innings for him without a Test hundred – that doesn’t happen too often.

“Joe Root has been exactly the opposite. Every time he has gone out to bat in the last 18 months or two years, he’s made a hundred, particularly against India. His record against India has been absolutely outstanding.

“One thing I know is his class is permanent.

“Whether it’s Smith or Labuschagne or even Virat, when he bounces back to his career-best form, any one of those guys – and Babar Azam is another one – they can overtake Root in the next few months.”
South Africa currently lead the World Test Championship standings, but Australia are snapping at their heels in second place following their recent drawn series against Sri Lanka away from home.

Pakistan, India, West Indies and Sri Lanka are also in contention to finish in the top two on the standings and reach the final, with Ponting stressing the importance of Australia’s tour of India early next year as the crucial series that may decide the finalists.

“I think Australia’s chances really hinge on the upcoming Indian tour, to be honest and India’s chances are a little bit the same,” Ponting noted.

“It is always a much-anticipated series – Australia and India, whether it be in Australia or in India – it’s much hyped up and talked about, the rivalry between the two countries is just growing year on year.
Who else can feature in the World Test Championship final?

Ponting suggested South Africa have been the surprise packet of the World Test Championship so far, with the Proteas having enjoyed success against India and Bangladesh at home among their five Test triumphs during this current period.

“South Africa has been a stand out so far,” Ponting said

“Their record at home is absolutely outstanding, they’re a very hard team to beat at home as we just saw with Sri Lanka as well.

“A little bit of doom and gloom in the Sri Lankan cricket in the last couple of years, but for them to be sitting where they are and to beat a good Australian side in that Test match just bit over a week ago, there are a lot of really good, positive signs for them going forward.

“Pakistan’s ability to continually be up there and be talked about on the back of not playing much international cricket at home for such a long period of time, it just shows how passionate they are about the game and how many truly great players that country has able to produce year after year.

Zimbabwe are set to welcome Asian giants India and Bangladesh in July-August 2022 for white-ball assignments. Bangladesh’s tour begins with a three-match T20I series starting Saturday, 30 July and will be followed by three ODIs which will conclude on 10 August.

The T20I series between the two sides would be vital for their preparations for the ICC Men’s T20 World Cup later this year. Zimbabwe recently punched their ticket to Australia by winning the T20 World Cup Qualifier B tournament and will be keen to test themselves in the shortest format against the best of the teams.


While Zimbabwe will have to go through Round 1 to play in the Super 12, Bangladesh have already booked their berth for the second stage of the tournament. The Tigers too will be looking to fine-tune their squad ahead of the big tournament in October-November 2022.
A little over a week after the conclusion of the Bangladesh series, Zimbabwe will host India for a three-match ODI series, which will be played under the ICC Cricket World Cup Super League umbrella.

Though the league has little implication for India as they have already qualified for the World Cup 2023 by virtue of being hosts, Zimbabwe will need to make a push in the standings.

The top seven teams in the table at the end of the Super League automatically qualify for the 2023 World Cup, along with hosts India. The remaining teams will have to go through qualifiers in order to make it for the marquee event next year.

India currently occupy the seventh spot with 79 points from 12 games. On the other hand, Zimbabwe are a spot off the bottom at 12th with 35 points from 15 games. Though it would be a herculean effort, a 3-0 win over India could see them breathing down the necks of Australia, who are 8th in the standings and are currently occupying the last qualifying spot.
While Bangladesh have toured as recently as last year, this will be India’s first tour of Zimbabwe since 2016. The Men in Blue have happy memories of their last tour where they whitewashed the hosts 3-0 in the ODI series.

Shehbaz Sharif, the prime minister, has “urged” PTI Chairman Imran Khan to sue the Financial Times for defamation after the newspaper reported that the PTI got foreign funds in 2013 in an indicating piece.

“If he doesn’t [launch a defamation action against FT] [and] I am confident he wouldn’t], it will reveal one more time how openly he is lying [and] scamming the people of Pakistan,” PM Shehbaz posted on Twitter.

The FT report claims that Pakistani tycoon Arif Naqvi, who owns a country home in the Oxfordshire village of Wootton, sponsored a cricket tournament there from 2010 to 2012 in order to pay for the party in 2013.

According to the investigation, “In 2013, Naqvi transferred three instalments totaling $2.12 million directly to the PTI.”A United Arab Emirates government minister who is also a member of the Abu Dhabi royal family donated at least £2 million to Wootton Cricket, according to the FT article.

The National Oceanic and Atmospheric Administration (NOAA) scientists have been perplexed by a line of strange holes they discovered on the seafloor.

Pictures of the scene were shared on the official Twitter account of the US federal agency.

“We discovered several sublinear sets of holes on the seafloor during Saturday’s #Okeanos dive. The cause of the holes is a mystery to scientists. The holes appear to be human-made, but the nearby tiny piles of sediment imply that they were actually dug by…something, according to the post.

One electricity unit to now cost consumers Rs41

ISLAMABAD: Amid the rising electricity prices in the country, the maximum tariff of electricity for domestic consumers has reached Rs41 per unit and the minimum Rs27.42 per unit. The electricity consumers, who are using up to 300 units of electricity, will be charged Rs27.22 per unit while those using 300 to 700 units of electricity will be charged Rs34.71 per unit.

Similarly, the electricity consumers, using more than 700 units of electricity, will be charged Rs37.81 per unit. Moreover, 17 per cent General Sales Tax (GST) will also be levied on the electricity bills. Along with the GST, other taxes will also be collected in the form of bills.

10000 cops to perform security duties on, Muharram-ul-Haram

ISLAMABAD: According to a police public relations officer, the capital police of Islamabad have prepared complex security measures for Muharram-ul-Haram. He added that the security measures were addressed in a meeting presided over by the Deputy Inspector General of Police (Operations), Sohail Zafar Chatha, who stated that around 10,000 people will be doing security responsibilities. Senior Superintendents of Police (Operations), Senior Superintendents of Police (Investigation), all Zonal Superintendents of Police, Sub-Divisional police officers, and SHOs were among those present at the meeting.

Islamabad capital police have planned elaborate measures during Muharram-ul-Haram, a police public relations officer said. He said that about 10,000 personnel will perform security duties adding that the security arrangements were discussed in a meeting presided over by the Deputy Inspector General of Police (Operations) Sohail Zafar Chatha. The meeting was attended among others by Senior Superintendents of Police (Operations), SSP (Investigation) and all Zonal Superintendents of Police, Sub-Divisional police officers and SHOs.

All police officers were instructed by the DIG (Operations) to ensure thorough security plans and personally oversee all security measures. According to him, increased deployment should be made to ensure that the city’s traffic flows smoothly while specialised squads should be formed for stringent patrolling. Additionally, he gave orders to all police officers to keep in constant contact with the peace committees, procession organisers, and Majalis organisers during Muharram-ul-Haram. He gave the order to give special identification cards to police officers assigned to the Imambargahs and religious gatherings protection.

 Mr. Sohail Zafar Chatha directed for strict security arrangements on gatherings and special checking of participants. Strict vigilance should be maintained through safe city cameras and entrance of all types of vehicles in the surroundings of Imambargahs to be prohibited. He asked to place barbed wires near venues of gatherings and jawans of police should be deployed at rooftops of buildings on the way of routes. He said that it should be ensured to make arrangements for checking of participants of Majalis and processions through metal detectors. Strict vigilance should be maintained to ensure that security measures are in place by the police, the DIG (Operations) maintained.

He gave the order to maintain close communication between all divisions of the Islamabad police and employees. According to the DIG (Operations), walk-through gates must be built at all points of entry and exit for Majalis and processions, and they must be guarded by a sizable number of police officers. He claimed that protecting the citizens’ lives and property was their main priority and that any carelessness in this area would be punished.

School timings in Punjab notified

LAHORE: School schedules for the province of Punjab, including Lahore, have been made public as of August 1. The announcement states that the province’s boys’ schools would start at 7:30 am and end at 1:00 pm, while the girls’ schools will be open from 7:15 am to 1:00 pm. Sharjeel Memon wants Imran Khan’s name on ECL

Dr. Mukhtar Ahmed was appointed Friday as the chairperson of the Higher Education Commission by Prime Minister Shehbaz Sharif (HEC).

LHC nullifies collection of fixed monthly tax from lawyers

RAWALPINDI: On Friday, the Lahore High Court (LHC) Rawalpindi panel ruled that the lawyers could no longer charge a fixed monthly GST of Rs6,000.

The Lahore High Court Rawalpindi Bar Association petition was considered by the LHC Rawalpindi bench. In its ruling, the bench stated that the inclusion of the GST in power bills is invalid, and any attorneys who paid the bill using the GST should receive a refund of their payment.

Lawyers are not the retailers or shopkeepers on which fixed GST can be applied, the court in its verdict said. It may be noted that the incumbent federal government through Finance Bill 2022-23 imposed fixed regime tax on the shopkeepers through electricity bills.
